CAPA

The Michigan Pet Fund Alliance has been laying the ground work for legislative introduction of the Companion Animal Protection Act.  The act would require that before a shelter could euthanize a healthy or treatable cat or dog they would be required to make the animal available to a Certified Rescue Organization. 

Similar acts exist in California and Deleware.  The CAPA also provides protections for whistle blowers and volunteers.
