Two very important programs that critical to the success of becoming a “no-kill” shelter is the use of volunteers and foster homes. 

Each shelter will have different volunteer and foster guidelines and requirements, however we share these manuals from the Oakland Pet Adoption Center to help act as a model or guide in the development of a manual for your shelter. 

If your shelter had a volunteer or foster manual that you would like to share with others, please send it to us and we will incorporate it into this section.
