The guidelines and resources contained in this section will assist shelters toward operating in a fashion that is modern, humane and works toward a “no-kill” state.
Many shelters are operating with standards developed decades ago and reviewing this material may seem overwhelming and make the reader think that a “no-kill” goal is impossible. Nothing worth doing is easy or happens immediately. Progress is made one step at a time and the first step is to conduct an assessment of the facility, then prioritize improvements – develop a strategic plan and stick to its implementation. Changes will occur under this approach.
